estonia. and i dont know exactly, but my provider is EMT. in estonia there are free providers EMT, ELISA , TELE2. the phone starts normally. registers in network and stuff, but when im calling with my other phone on it , operator says that phone you are calling is restricted. but 3220 flashes my other number for sec, and like hangs up! :(

Sorry mate I do not understand your last post.
Can you make calls with the 3220? If so what sim is in the mobile?
If you can not make a call with the 3220 what exactly does the mobile say?

i can dial number or select it from my phonebook(but it sais that the call was rejected). sim is EMT(Eesti Mobiiltelefon) i can go to menus and stuff. i have coverage. but when trying to call to my 3220 from other phone, it says"phone you are calling is restricted" and whan trying to make call out from the phone it does 3tone sound and displays" call rejected"

That means you have been barred from making calls, call your network as there are many reasons as to why this is happening.

im aware of reasons why it might be like that. but im interested how to unlock it or smth. can it be changed only by changeing the IMEI code or what?

If the network has put a permanent block on the mobile then unlocking will do no good, it will be a useful paper weight though.
