Burning To CDs Bad on Lazer?

Do burning games under 700 MB (crazy taxi and emulators come to mind) to a CD-R (Phillips to be exact) cause big strain on the lazer compared to a Sony DVD-R?

No, it doesnt, cd-r and DVD-R are different, cd's are actually alot more easier for the system to read then dvd's as it is, so dont worry about it, if your worried that when you insert a cd into the ps2, it spins alot faster, thats just normal.
