Have Nero Vision?
You should be able to use that. When you get to the last screen in Vision you'll get a pop saying something like 'this video contains more PAL than NTSC would you like to keep the PAL format' - click no and it will convert it to NTSC.

I wanted to give you a little more information on doing this with Nero Vision Express.

If your video options are set to automatic (Which is the default setting after install) then Nero Vision will output whatever format the input file is. So if you input a PAL video file it will output PAL DVD compliant files.

So if you have not specified Nero Vision to output NTSC then you will need to change it. To set Nero Vision up to output NTSC compliant files you will have to do the below...

Note: As binkie7 said Nero Vision will warn you that there is more PAL then NTSC choose NO when it ask you if you want to switch to PAL mode.

If you want a quicker and more reliable way to do this then i would suggest getting ConvertXtoDVD. I used to use Nero all the time but a while back i tried ConvertXtoDVD and have not used anything else since. Below is a guide on how to use ConvertXtoDVD. (The trial version of this program will leave a watermark on the output files but it is well worth the money to buy it)...
