If you are already running 3.03 oe-c then just get the latest version of the cwcheat website dump it into your mem stick's root dir and load up any psx game you've gotten onto the mem stick. Once up and running hold select for a few seconds and the menu will pop up it's fairly straightforward after that. It will autodetect the game your running show you the pre-loaded cheats you pick what you want and/or enter your own code and go from there.
