I wanted to know does gta vcs cheatdevice work on 3.03OE-A'(2) firmware and if so does the gta vcs cheatdeive have any risk of harming my psp or damaging or harming my memorystick and does the gta vcs cheatdeive write to the flash or run off the memory stick?

You copy the PRX Plugin to SEPlugins on your memory stick. No risk. At all. No flash writing. :)
