Why not just put the pictures on your PSP as they are...?
And stop being so impatient. You waited a whole 108 mintues to moan... Less than 2 hours. No one on here is obliged to answer you.
If you really want to convert them, then use this...

woohoo, thanks Ireland, I never knew there was a free PDF maker (well tbh I thought there could be one, but never found one) every time I made a search I end up with trials :(
Anyway thank you Ireland for this. :D
EDIT: I have just installed this and used, and it works great, there is no main program, you can use your usuall word processor and still save as PDF. Really simple, fast, and seems to be efficent.

Paint.NET 3.0

Paint.NET is free image editing and photo manipulation software designed to be used on computers that run Windows. It supports layers, unlimited undo, special effects, and a wide variety of useful and powerful tools.
It started development as an undergraduate college senior design project mentored by Microsoft, and is currently being maintained by some of the alumni that originally worked on it. Originally intended as a free replacement for the MS Paint software that comes with Windows, it has grown into a powerful yet simple tool for photo and image editing.
The programming language used to create Paint.NET is C#, with a small amount of C++ for installation and shell-integration related functionality.

I can view JPEG files on any PSP without any issues, so hpo56 is obviously just doing something wrong or has some sort of corruption.
Here's a list of compatible formats for the PSP.
http://psp.about.com/od/hardwarefirmware/p/compformat.htm
As for free pdf converters, I found a whole list just by using that strange application called 'Google search engine' it's strange how some people can't use it.
