Nope. However, there is supposedly a tiff exploit or somethin coming out that you should be able to use to downgrade.

Not supposedly, there is. Team Noobz found an exploit, and using an unpatched verison of GTA:LCS all psp firmware will be downgradable...if you don't believe me check out the hello world hack....proof enough.

It hasn't been released to the public yet(downgrader). only the POC (exploit on 2.00-3.03)
