Can DVD Decrypter be used to make VCD or SVCD? The guide only states DVD-R.

Not directly, rippers don't have encoding abilities normally -- and DVD-Rs don't need encoding if made 1:1 copy.

What I was actually asking was if DVD Decryptor can be used in place of, lets say, Smartripper? Then I could use TMPGenc to encode it to mpeg1 format. Will DVD Decryptor rip the movie down to the VOB file that I would need like CLADdvdXp or Smartripper. Probably so, but I would just like to verify this. Thanx!

Yes, it can rip the movie just like SmartRipper.

With the version 3.1.1, it is WAY better than Smartripper since it can rip easily even if your dvd drive is region locked.
The only other ripper that can do this also as easily is cladDVD XP 1.3.
