Ok, I went to boot my psp up this morning. It boots up the Sony computer entertainment logo comes up then it shows my background however the XMB doesn't load. if I boot with a UMD in the drive the game loads but apart from that I can't do anything.
I'm running 3.03 OE-C,It could be something very simple so I'm sorry if it is.
I've tried removing the memory stick and battery and plugging it into the wall and I've left it with the MS and battery out for a while but it still doesn't work.

Sorry about the double post.

I replaced the topmenu_plugin.rco with the file that came with the default psp theme that was included with theme psp however it didn't fix it.

try pulling the battery once, leave it out for a minute or two, put it back, and then turn it on, see if it comes up then.

i've had that happen on several different psp's w/ diff. firmwares, and doing that fixed it (and can't hurt anything if it doesn't fix it)

hold your power switch up for a couple of seconds until your psp turns off

turn it back on and press R

it should take you too a menu, then go to "/PSP/GAME/RECOVERY/EBOOT.PBP" (assuming you have the recovery file put in)
