i hear if e ever ant to go back to 1.5 from 3.03 oe-c we can
but i also hear if u downgrade from 3.03 then upgrade ur psp will brick if u downgrade again
i downgraded from 3.03 so does that rule go with 3.03 oe-c also?
or can i just upgrade and downgrade whenever from 3.03 oec to 1.5

You can back and forth from 3.03OE-C to 1.5 whenever you want by useing the recovery menu or hexitnow's OE Recovery winstaller. But you can change back and forth from custom to 1.5, just dont go any higher.

if my ta-082 psp bricks can i use recovery mode to unbrick it or will i have to wait for a new modchip?

Recovery mode undoes semi-bricks (if you have a corrupt text file or something it can fix that). Just remember your not to sure about it, research it or dont do it.
