flashbios 3.03 help / X3 chip

ive got the flashbios.bin file and the dummy file creator.

could someone quickly run by me how this works...in the neat future im going to get a Xecuter3 chip and i know that using flashbios is a convenient good way of flashing this chip.

now, do i have to put flashbios on the chip? does it come with it already on it?
basically, how do i get flashbios in a working manner so i can use it to flash and change files with an X3 chip?
