cdfs - not a valid ps2 disc? how to change to udf1.02?

please could somebody help. having difficulty with a couple of games, and utility discs, which seem to burn in cdfs format instead of udf1.02. these are proper iso's. but seem to burn in the wrong format. is there any way to guarentee that they burn in udf, (have tried Nero, DVD Decrypter and alcohol120) also when updating an action replay iso with latest codes, the format always jumps from udf 1.02 to cdfs once iso has been remade. please help
