i have a slimline that isn't booting

my question is, do the laser scan first then the diisc start spinning? or does the disc spin first?

usually the disc would have to spin then the laser would scan it.

yea tha's wha i was afraid of...
the disc won't spin but the laser tries to scan it, but the laser lens looks strange to me
it kind of looks like an eye of a fish
