Unlocking for XE Mobile

I've noticed on this and other forums that XE Mobile prepaid phones have not yet been unlocked successfully via software only. In one message here it said that knowing the network code would help this effort.

I'm curious: Is the XEMobile network ID stored on the SIM or on the firmware in the handset itself?
