After editing *.wmv file format, I convert it into *.mpg using TMPGenc and burn it onto VCD. What do I do to convert it to *.mpg2 format? Please help me??.

If you mean MPEG2 as in SVCD... just use TMPGEnc's SVCD templates to make the appropriate file -- it wont be *.MPEG2... it will still be *.MPG or *.MPEG -- but it will be encoded using the MPEG2 codec.
