Is it possible to backup a scratched game? And if so I need to know how.

Using:
Sony DVD+R 8x and burning at 4x
Swap magic 3.3

Depends how bad the scratching is, although I wouldn't recommend it on your PS2. If you want to go ahead;

Download DVD Decrypter from here
Then look on Afterdawn, you will find plenty of guides on using it.

I have DVD Decrypter that's how I burn, the scratches are very fine almost like someone used a t-shirt to clean it and pushed a tiny bit too hard.

That's what I thought but I was burning a game and the sound cuts out and the videos stutter.

the disc is spinning too fast, burn slower

I burnt it at 4x 8x and 12x same problem.
