VobSub 2.23 not accepting .sub files???

Hi everyone. I'm trying to convert a DivX movie into VCD. I've succeeded in everything but one issue is giving me a hard time.
In the articles section and the threads I've read so far, it seems the only way to insert permanent subtitles in a VCD movie is via frameserving with VirtualDub using VobSub filter. But it's unfortunately not working.
Problem is VobSub is NOT accept either .sub files or .srt files. It can open .sub files (at least on the open dialog box, there is a .sub filter) in theory. But it is NOT opening them.
Subtitle files are formatted correctly. But yet again it is not working.
If anyone knows how to solve this issue or knows another way around for subtitles, it would help me A LOT!
