Okay this doesn't really tell us anything, but..

#1 Do you have your PSP at version 1.50?
#2 Just follow this video.. http://www.youtube.com/watch?v=PtumBf49WRQ IF you have 3.03 or 1.5 and have a copy of the unpatched GTA Liberty City Stories for PSP.

Then just update to 3.03 OE-C.
