Problems with HDL and dumb/dump

I didn't have any problems before until I updated my LauncherELF to 3.5.1 (for HDL 8). Now when I try and send games via HDL dumb to my ps2, I get an error stating it "the connection actively refused it."

My ps2 ip settings are default
192.168.0.10
255.255.255.0
192.168.0.1

and my comp settings are
192.168.0.1
255.255.0
192.168.2.1

I'm thinking my firewall might be doing something, but I don't know how to fix it. Any advice? Thanks.
