I don't have a wireless router at the moment, can I get internet on my psp in any way?
I have a wireless card in my pc.

If not, how about through USB with some kind of homebrew app?

Cheapest way is to buy a nintendo usb wifi and follow this link and if you have any ?'s post them here and I'll help you out.
