Xbox freeze at clock setting prompt

My Xbox freezes at the clock setting prompt. Up until the clock, the standard animations for power-up show just fine. Once the clock setting screen appears, however, the Xbox fails to respond to any controllers plugged into any ports. What can I do to fix this?
