the bar used to come out but know it isn't. when i try to update my computer, the bar is not coming out? whats wrong?

hi
i've got a prob with laptop, someone touched it n can't seem to get youtube's or msn movies...
when prompted, i re-install activex but nothing changes, still get told to reinstall.
any idea how to go about it?
