How to edit music videos?

I download music videos from the net but the sound quality on some videos are really crappy. I want to be able to use the video but add my own music to the videos. Then put the music video with a good copy of the song and then put it together, so I can play it on my DVD player in my car. I usually download MPEG videos and want to rip WAV tracks from my CDs and have a good quality music video. Can anyone help me out with this? Thanks a lot!
