Connect your PSP to your computer, navigate to PSP/GAME150 and place your Emulator Folders in there.

For Example, if you putting an SNES Emulator in there. There would be two folders.

SNES
SNES%

You can put your ROMS in any folder you want.

unholy0ne, format your memory stick so the custom firmware folders are made for you. If you didn't make them already.
