Can you make a DVD that will be read as DVD-5 (9) not DVD-R???

Your question makes no sense.

A DVD-R is read as DVD-5 (single sided-single layer)

There is no available burner (to the general public) that will burn DVD-9 [single sided-dual layer]

Will it be read as DVD-video:The same as a store bought DVD? Or will it only work with DVD-R compatable Players?

It will be read as DVD-Video (if burned in the correct manner) but you will have to play in a DVD-R (+R) compatible player yes.
A lot of the new models out now or in the last year or two are compatible though.

You need to enclose the files in a VIDEO_TS folder and burn as DVD ROM ISO/UDF to enable it to be read as DVD Video

k well i'm ready to burn my dvd and i have the video_ts folder with the files in the folder ready to burn... if i burn the the video_ts folder will it play the dvd or do i need to join those files together and make it an .iso file so that my computer can recognize the dvd-r and play it like regular dvd?

No, you dont need to use an ISO, burning as VIDEO_TS is perfectly fine.
