Is there any way to get pictures off of a broken CD-R. It is broken in half.

No. Not only will the split be impossible to match up, the dye/reflector layers have separated enough to render the disc a complete loss. An analogue medium might have worked, but this is a problem with digital along with all its blessings. Sorry.
