Programs you will need:

One click Ringtone Converter
Audacity

First step is to import your song or "song clip" you want into audacity. This can be either music or sound effect depending on if you want a ringtone or a message tone.

You open Audacity and either drag the file into the program or click FILE and go to OPEN

Press the green play button to begin the song play and find the START of either the hook of the song or just any part you want to be your ringtone.

It doesnt matter if you are a little before or after where exactly you want to start because when you wave the cursor over the visible audio streem the apple core comes up as in microsoft word and it is used to highlight the part of the song you want to be your ringtone. You'll notice that after you have highlighted a part of the song a little finger appears with which you can move your highlighted section forward or backward.

I'd say the average ringtone length would be about 30 seconds or about four rings on the opposite end of the phone call. So aim for that amount of time and you can see this by the times up at the top of the audio clip.

Keep playing around with the sound clip to find the part you want as a the ringtone then go to EDIT and to CUT. Open a new audacity and paste the clip into it.

Now you can highlight, EDIT, CUT any part of the sound clip you dont want in your ringtone. Once you have exactly what you want you can mess around with audacitys features under the EFFECT or GENERATE tab and a good thing to do is to highlight a little portion of the end of the ringtone and go under EFFECT and add a Fade OUt.

Finally you go to FILE Export as WAV not mp3. Save it to a place you can find and then go find it and right click on the WAV file. If you installed the One Click ringtone converter right it shoud show up as an option after you right click. Go to convert ringtone to mp3 and now you have an mp3 ringtone.

Applying the ringtone to your Phone

With Cord
Connect your cord to your computer if you have one and drag it in.

Wireless(MUST HAVE INTERNET ON YOUR PHONE)
click send when the dialog box comes up or click dont send and find the mp3 file and right click on it then click send to phone.

Type in your phone number AREA CODE and all and select your service select WAP as your delivery and it should send it to your phone in the form of a message. Go to the message and press the center button on your phone and find and option that says GO TO or find some way to go to the website it sends you in the message because this is where you will be downloading the ringtone from.

After that select download and it should begin downloading to your phone.

Also there is the manual way of doing this by going to the funformobile website and clicking the free ringtone converter. It also has an image uploader and apps uploader if you want to upload other stuff.

Thats it!
