Cannot see data on CD... Help

I was recently given several CD's with picture data on them. When I check the disks within Nero they are reported as empty but with only a fraction of the space being available. eg: Disk reports empty but disk capacity is only 200 meg. Disk info also does not indicated any sessions.

It seems to me the disks may not have been finalized but I am not sure what to do to them or how to do it.

Any help would be appreciated.
