Help making an Episode DVD

Well, I'm pretty experianced backing up regular DVDs, but there has been a project I'v been putting off for the longest because honestly I'm not sure how to do it without Nero and I'm hoping I'll be able to without it. Basically I have a bunch of episodes already transcoded into mpeg format--now what I need is a simple program (and guide) that will allow me to import the VTS, make a title screen, chapters, etc. I looked around in the stickys but I'm not sure which freeware would be best for the job. Any help is appreciated.

Are they separate mpeg files? Or are they in dvd files with all the IFO's, BUP's, VOB's, etc? You don't really make that clear in your post.
