trying to upgrade from 3.03OE-A to 3.03OE-C but text file says:

yes i do... download the 1.5 psp update (http://dl.qj.net/PSP-Firmware-1.50-File-(EBOOT)-North-America-PSP/pg/12/fid/163/catid/163) and the 3.03 update (http://dl.qj.net/Firmwares/pg/12/fid/11844/catid/163) download them and name the 3.03 to 303.pbp and the 1.5 update to 150.pbp and you know the rest...

Just use the wininstaller.. its on top of this forum section.

Get the winstaller to install it if you are scared you will muck the files up and you don't mind to wait while you download winstaller as it is a big file.

or

Install it manually if you are not scared you might brick your PSP or you don't want to wait for a long download.

Long download? It only took me 57 seconds to get the 3.03 OE-C installer.
