Run the original WMV file through this program.
It will output to a DVD folder.
Set 'Aspect' and 'Standard' to match your TV aspect ratio and either PAL or NTSC

I was hoping that the original files WMV could be converted to DVD files thus preserving maximum quality.

If you click on a VOB file and it plays in sync, do the following.

Verify and Burn to DVD using DVD Shrink and DVD Decrypter
DVD Shrink
http://www.mrbass.org/dvdshrink/

DVD Decrypter
http://www.mrbass.org/dvdrip/

Install DVD Decrypter then run it.
Click 'Mode' > 'ISO' > 'Write'.
Set the write speed to 4x.
Exit Decrypter. You are finished with it.

Install Shrink.
Run Shrink, click 'Open files'
Find the folder that contains the VOB files.
Shrink will import and process the files.
(If Shrink accepts the files it means that they are in the correct format to burn to DVD.)
Click 'Backup!'
From the dropdown menu elect to burn the DVD with DVD Decrypter.

There are other fine programs which will write VOB files to DVD.
These two programs have a history of stability and reliability that sets them apart..and freeware.
