right now i have 1.50 should i up grade and if i do how would i be able to play games from the devhook thing as you can tell im not that experiance with hacks or whatever so could some one help me out

You have 2 options: Saty at 1.50 and follow my step-by-step guide in my sig, or upgrade to 3.10 OE-A, then see my guide in my sig.

Upgrading to 3.10OE-A is of no benefit to you if your not a PS3 owner.
3.03 OE-C is more customizable.

i had bought pspblender and right before that upgraded my psp to 3.11 then i traded some dude for his factory 2.60 and then upgraded to 2.71 then down to 1.50
all i want to do is play NEW downloaded games and watch movies and music and all that but i just want to be uber super carefull so i dont screw it up i have read a lot of the forums and stuff but there are still people that say they bricked theirs from this expecially 3.03oe-c so what would be the safest staying at 1.50 and doing that step by step or upgrading to 3.03oe-c and if i do upgrade then can i play new games that require 3.11 or higher and if i dont then how do i play games higher than 1.50

Yes, difference is 3.03OE-C is more customizable, the only real benefit of 3.10OE-A is REMOTE PLAY with PS3.
