Does this actually allow me to brun DL discs and play them on the PS2 that has a modchip installed?

Only if your modchip has dual-layer support.

if your mod chip can play a regular (original) DVD9 game like GT4, God of War II, or others then it should work.
If you have a DMS4 Pro chip no patching is needed.
