You see those users that have a cool picture as their signature. How do i make one? I am a proud owner of Adobe Illustrator CS if that helps

such as YOUR signature, when people have a signature that flashes, and whatever. How do you make one, is it a raster/bitmap file or vector?

no its just a bunch of userbars (userbar.org or make ur own via photoshop) that are in jpeg and then u use a gif animator to create the gif file, which is the file that is animated
