The conversion PAL --> NTSC [USA] has already been solved:
MACHINE ID 18 D2 11 01 XX XX 39 01
Link ID 07 19 00 1A XX XX 34 20 XX= your own default ID
Now, I want to convert NTSC --> PAL, and afterwards NTSC --> JAP.
The problem with this is that there's multiple regions and multiple models that effect the ID for PAL. With NTSC, no matter what model, or what region of the US, you can use the above conversion. I have multiple PAL machine ID's, but they're from many different regions, and not all are completed.
People were submitting things like:

Please don't submit your FULL machine ID, this can get you banned from online gaming. You need to submit it in this form:

So, mine would be:
NSTC - US:
Machine ID: 14 D2 11 01 xx xx 0A 00
Link ID: 07 15 00 1A xx xx 02 11
Model: SCPH3001R
I'm thinking that I'll only need about 5 full PAL ID's from the same region, or 3 full PAL ID's from the same machine model to find a pattern between the ID's and for NSTC to be able to freely play PAL games. ^-^ Thanks to anyone who may be willing to help
