PS2 v4 laser install problem

i recently began having the dreaded "disk read error" problem, so i just ordered a new laser for my v4 ps2(khs-400b). After i was done installing the laser everything turns on ok, but the system does not seem to even try to read disk, all it does is spin the disk once and quit, the laser also moves up and down a few times and thats about it.
Any help on how to resoulve this would be a big help beaucse i am at my wits end with this one.

it's refubished, so i dont think it has the sodier on it. also i kind of thinking it's not the laser itself beaucse when i put my old laser in it does the same thing
