Please help with Metal Gear Existence (ISO in PAL format)

I have Metal Gear Existence in an ISO file (PAL version). This is the "Disc 3" from Metal Gear Subsistence and includes "movie" of all the scenes. I've got a few questions regarding this and I'm hoping someone can help out.

First of all, can this be made into a movie file that can be played? I don't care if it plays on a DVD player, my PS2 or on my computer. I just want to be able to watch. Anyone feedback would be greatly appreciated.

Also, since this is PAL, can this be converted to NTSC?

Overall, what are my options? Thanks!

You can have it made into a movie by playing it on a PS2 as it is a games disc. and RECORDING via Line out of your TV.
And you can convert it to NTSC you will need NTSC CONVERTER
