1. What is the difference between installing a modchip on a 360 and flashing the drive?

2. What is the best modchip(overall)?

A modchip costs a lot whereas flashing your drive,which you can do by yourself,is totally free,you just need the right tools and knowledge.Flashing your firmware allows you to reflash it later if need.Putting a modchip is more complicated,you need to be quite good in soldering stuff like that,if not you can damage your drive.The best modchip to my knowledge is the NME chip,but it works same as the firmware flash,nothing more.

so flashing the drive enables you 2 play backups? Also would i have 2 reflash regularly or just the once?
