What's the best program I can buy that will shrink the data of something to be able to burn on a CD

Or something 751, 425kb small enough to fit on a Cd

You did not specify what "something" is. If it is data, then WinZIP or some other data compression scheme will work. For wav files, AAC or other audio compression software will work--most are "lossy" in the sense that they eliminate data the software calculates cannot be heard anyway such as low level HF in place at the same time as lower frequencies with greater sgnal. For video, MPEG2 and MPEG4 both offer different compression ratios, and MPEG4 is a bit more sophisticated.

I am sure there are members who have tried and compared various software options and can offer recommendations.
