Can't even watch a blasted SVCD

hey there, I'm sure this has been answered somewhere but I have looked to no avail.

It's simple, I've got PowerDVD and burned a .bin and .cue to a CD. Neither PopwerDVD, WinDVD, or Windows Media player can view it. There is popping sound in and out and a bluish green screen. I figured it has something to do with codecs, but have been unable to find what I'm looking for. I then decided to use WinISO to open the .bin on the hard drive and see if it was nero or my cd player acting up and I get the same thing. I am convinced it is a codec but have installed everyone I have seen, including DivX ones... .AVIs work great.

also - I'm getting maybe 20% video okay but overall video is choppy.

Okay. something I must have done (or not) has improved quality another 50%, but I know I can get it better because I know this file is nearly flawless. Sound pops from high to low randomly and occassionally it will just quit

the bin cue files did u download them as bin cue or did u create them yourself

i never created them, they were already there and i edited them.

get vcd gear from hear http://www.afterdawn.com/software/video_software/video_tools/vcdgear.cfm and convert the file from bin cue back to mpeg then either burn the file as a svcd with your burning program (nero rocks) or build a new bin cue file with vcd easy or your prefered program :-)
