PC slowdown when Video Streaming

Hey guys,

My PC (P4, 2.8 Ghz, 1.5GB Ram, 256 MB Radeon 9550, Win XP Pro) slows down when streaming from web pages like youtube and there is obvious lag like the mouse cursor trying to catch up to my movement, distorted sound, etc... anyone know how I can resolve this? Is it a software issue???

I've got a 4MB broadband connection and video streaming from my laptop is fine and doesn't have this same problem, nor for that matter my brother's PC which is on the same network.

Any help or advice would be most appreciated.
