For instance, I've got a recording on my DVD Hard Drive that is 2 hours 37 mins long on Standard Play Plus.

The DVD blank rw disc will only accept 2 hours 33 minutess.

I wish to remove the adverts at maybe one point or two depending on the length to reduce the recording by 4 minutes.

I will then end up with two or three titles that I can record to the dvd rw disc, however I wish this to be one title (all merged) when I copy to a write only disc through my pc.

I have DVD Shrink installed, will I be able to do it using this or another program?

If so, how would I do it?

Thanks.

Burn baby burn, disco inferno!

Run DVD Shrink and open the disk.
Click 'Re-author'.
If three titles are present they will be listed under 'Main Movie'.
Drag the titles from the right to the left panel and click 'Backup'.
The final disk will show a 'main movie' and an 'extras', however they all play as one merged file.
The same result can be obtained with Nero.
After loading the files you elect to merge them and treat as one file.

If you do not mind to spend some cash, get Mpeg Video Wizard DVD.
You can cut your commercials do transitions between sections and author decent looking DVD at the end with title menu.

Why is that? You can get easily put 2 hours 37 min. on a DVD.

It does not depend on time only. It is time and bitrate. Longer time = lower bitrate = lower picture quality.
If you want to see more check this bitrate calculator. Insert any time and see how bitrate is going down.
