how do you get a video effect to remain through the entire length of the video instead of frames

and what does premiere mean when it has the option "keyframing"? is that where oyu pick out the indivdual frames

i am tryin to blur, gamma correct, and median all in one clip for the entire duration.

Unless you have made edits in the video, the default bahaviour is to apply the effect on the entire video. You can 'copy' the effects settings of an edit segment to another segment using the right-mouse button over the segment in the timeline. There may be a way to merge the edited segments tho. Haven't tried this. Have a look at the Premiere manual.

Keyframes can mean different things, but for effects this is the frame containing the various parameters for the video effect. Using many keyframes you can have the video effects change in time. Unless you specify a different set of effects parameter at a different keyframe, the effect will use the parameters set in your original keyframe. Make sense?
