FTP Error 12031 ? Does anyone know how to fix it?

I am using windows xp - home edition and some websites are not loading the checkout windows and the like. I keep getting the Error 12031 which reads "Passive/Active FTP error 12031 connecting to FTP.microsoft.com. The connection with the server was reset." This problem has only just started to happen lately and I have not changed anything on my computer. Any suggestions would be appreciated.
