I have swap magic v2 euro version .Does this version allow me to play NTSC games in colour? I have read that the later versions have a menu which allows you to choose between PAL nd NTSC and my version does not have this menu.

You won't know unless you try. Try booting a NTSC demo or something and see if it works. The PAL and NTSC I believe you're referring to is the Video Modes you can pick as options to 'force' a certain display setting because your TV or such may have trouble playing it i.e. NTSC PS2 playing a PAL game.
