I can personally speak on behalf of myself and the silver slim v15 PS2 I have that it cannot read any DVD-Rs at all, even with the great top-tier brands like Sony, Taiyo Yuden or Verbatim. So, coincidentally, all I had to do was use DVD+Rs and my laser ran them perfectly without any hitches or noticeable problems unless the problems were already presented in the game like Shadow of the Colossus and Tales of the Abyss. To those that claim the media is at fault, if they had the original to compare to, it would be obvious that such and such happens in Tales of the Abyss because it was as it was originally. My friend has an old fat PS2, don't know what version exactly but probably v4~v9 at most, but he's been using 8x Taiyo Yuden DVD+Rs because they're easier to get compared to getting DVD-Rs and the difference between the two DVD brands are hardly substantial to warrant a switch.
For better readability, its been suggested to use DVD-Rs instead, especially on the older generation of PS2s and considering the laser of the fat PS2s, it would be easier, but because the fat PS2 can read DVD-Rs doesn't mean DVD+Rs are worse. The fat PS2s can read both formats but depending on what PS2 version you have and what laser is in placed, you're mainly better off with DVD-Rs than DVD+Rs although there are very few scenarios where the difference is so minuscule, you don't have to bother with the media switch for either one; and generally, DVD+Rs tend to perform poorly on the older generation of PS2s from what I've seen of a few fat PS2s my friends have so I suggest DVD-Rs unless your PS2 runs DVD+Rs much better like Valkyrie Profile Silmeria and FF12 on one of my friend's PS2.
Edit: as for what DVD media brands to use, the main ones I would recommend are Taiyo Yuden and Verbatim although there are also Maxell, Sony and Ritek you could experiment to. Sometimes a simple media brand switch can easily remedy the smallest of problems presented in a particular brand strangely.
