put the ps1 files in there folder, then put that in either the GAME or GAME150 folder. depending on your kernal.

so say you have uhm, Gex3 and you've got Eboot.pbp and Keys.bin

those go inside a folder in one of two locations like this
(X is ur psp memory card)

X:\PSP\GAME\GEX3\eboot.pbp
X:\PSP\GAME\GEX3\keys.bin

or

X:\PSP\GAME150\GEX3\eboot.pbp
X:\PSP\GAME150\GEX3\keys.bin

i'm not really sure you need the keys.bin on the newer OE's, but u might as well, it's not big.

hope that's a more detailed answer and not hard to mix up, reply if to let us know you got it or failed.
