TMPGEnc Error Message when opening .d2v file!

When I try to open my newly converted .d2v file, it says "can not open, or unsupported." I went to download the VFAPI plugin, and tried run the .bat file but still nothing. I did all the directions in the DVD => VCD tutuorial. Can someone help me on this?
