Motorola Razr V3 "Call failed:" message

Hi, I have a motorola razr (v3). Whenever, I try to make a call it gives me a message saying "Call failed:" sometimes it allows me to make a call but it mostly gives me this message whenever I try to call my phone it never does anything. I have checked around and it seems that there are others who have the same problem. I have tried to master resit it. Download a different firmware, however, it does not seem to help. I hope someone with more knowledge or previous experience would be able to help me out here..
