Burning PS2 CD-R question

Okay ive read guides on how to burn PS2 DVD's wich works great for me. I use verbatim DVD's and dont have any problems. However im wondering about guides for burning CD-R. Ive tried to burn several times backup CD copies, like Tekken tag tournament and Worms Forts Siege! However im getting the "ps2 disc not valid". Im a swapdisc user, so im getting this when trying to load the program.

So, how do i burn on CD-R and not get the "ps2 disc not valid"? or do i have to burn everything (including 400 to 700mb iso) on dvd?

EDIT: I am using Nero 7 Ultra for burning
